New digital roadmap for the decarbonization of the Government of Navarra’s building stock

The National Renewable Energy Centre (CENER) has developed an innovative digital tool to accelerate the decarbonization of public buildings, funded entirely by the Government of Navarre.

The BUDA platform stems from the regional government’s strategic interest in accelerating the decarbonization of its own buildings. It enables the analysis, prioritization and optimization of investments needed to reduce CO₂ emissions in public buildings, facilitating data-driven decision-making.

This project was initially applied to an inventory of 196 public buildings, integrating massive amounts of information regarding energy consumption, energy performance certificates, and construction characteristics. Thanks to this database, the administration can accurately evaluate the technical and economic impact of key measures such as envelope retrofitting, electrification through heat pumps, LED lighting, and photovoltaic self-consumption.

The BUDA platform incorporates an advanced multi-objective analysis module that allows for the combination of actions and building sets to optimize results according to available investment or desired emission savings. This capability makes BUDA a fundamental piece for urban-scale strategic planning, enabling the Government of Navarra to design an ambitious and realistic roadmap towards climate neutrality.

With this project, CENER puts its technological capacity at the service of a pioneering regional administration. The collaboration between both entities reinforces Navarra’s commitment to sustainability, providing an efficient management model that aligns public heritage with European energy goals for the coming decades.
